This only applies to within her territory. She still cannot see what is outside the darkness she creates. Her vision is basically the same as a human's more or less. She can't see in the dark.

Akyu doesn't know what she is talking about. According Rumia's own words in Bohemian Archive in Japanese Red, the reason she makes it dark is so she can avoid the heat of the sun during summer and because even the tiniest bit of light hurts her eyes, including moonlight.
