Prepubescence is not defined as 10-13. It's pretty much self-explanatory, it means "before puberty". People commonly hit puberty between 8 and 12 (possibly anytime between 5 and 15 but those are extreme cases) so there's no standard age range for prepubescence. You are prepubescent the whole time before puberty.
