The misunderstanding you're having is this:
東方 is most usefully translated as "Eastern way." This is because 東 simply means "East" or "Eastern" (東京 Tokyo = Eastern Capital) and 方 means "way," both in the sense of "direction" and in the sense of "a way of doing things."
In the same way, Seihou is just West+way and Tenhou is Heaven+way. Trying to combine them in whatever fashion you like just doesn't make sense in Japanese. No more than just saying eastwestheaven makes sense in English.
