They're dead wrong. The law, at least in America, is that it must be accepted for DEBTS. You cannot refuse USD and then say they didn't pay you in claims court. If a store clerk wants to tell you and your cash to fuck off, he is fully entitled to.

Even in that scenario, I'd just pull out the digital weight from under the counter (the one used for loose candy in paper bags), count up a hundred coins, weigh them, and multiply accordingly.
