I thought the definition of Bernkastle was that she was born of Rika's endless struggle against fate. The only reason she exists is because Hanyuu kept on "repeating time", or rather, jumping from kakera to kakera. She used to be similar to Rika, but all of the endless torture broke her and thus she turned into the witch we know from Umineko. Rika confirms her existence in Rei, and says that they aren't the same anymore.

It's NEVER actually stated that Bernkastel from Umineko has any connection to Rika or Frederika or Bernkastel from Higurashi. All we've given are only allusions. Their names are even written differently.
