Good characterization and character development don't need a fuckload amount of text you know.

Of course most VNs suck at this, most writers in this media think that they have to repeat every little things countless time to make a point and that any little moment of character development has to be as unsubtle as possible.

MajiKoi is the only VN with a truly huge cast I can think of right now (beyond those ridiculous ones with >50 heroines that can't really be much more than sex romps since there's no time to develop anyone). I guess CLANNAD has a decently sizable cast too and is translated (albeit poorly)
