Mima was an evil ghost that haunted the Hakurei Shrine. But she's been around for so long that all her evil kinda...fell off (LOL ZUN). So in the PC-98 games she just haunted the shrine to make fun of Reimu. Since she's always around the shrine, she became known as the Hakurei Shrine's (evil) deity.
