I don't think the concept should be eradicated entirely, it's best left in the realm of gag Mangas and 4koma.
Pretty much every character has a one trick gag shtick that is either an exaggeration of an existing character trait or a Japanese inside joke: Yukari sleeps a lot, Eiki nags, Komachi is lazy, Yuyuko eats a lot, Youmu is a dumbass, Alice is shy, Reimu is poor, Marisa is a womanizing klepto, Tewi is a little shit, Ran is a stripper, Chen is CHEEEEEEN!, Tenshi is a masochist, Yuuka is a sadist, Cirno is an idiot, Futo is an arsonist, Patche is infirm, Sakuya is stab happy, Meiling takes it too easy,
Kanako is a virgin, Letty has large assets, Keine is quick to headbutt, Kaguya is a NEET, Koishi does Koishi things, the list goes on and on.
Some are more true than others, but I think all of them are funny and something to use when the opportunity presents itself. Like any joke or gag, they're annoying if overused. I think fanon would be a bit duller without them.

They're more like kids with ADD if anything, where they're easily distracted and rarely think deeply about anything, but they're not incapable of it whenever they do make an effort, and Cirno is notably smarter than youkai such as Mystia, who wasn't even intelligent enough to even start considering Eiki's lecture, unlike Cirno, who did her best to make a genuine effort.
