With the way Gensokyo is isolated from the outside world, I'd assume a primitive bartering-based society. But Perfect Memento makes specific mention both of shopping and monetary donations.

Alternatively, there is a government in Gensokyo, and I've been really hasty in assuming there's not, even though it seems like the human village would be a relatively small speck in that whole place.

Presumably this stuff randomly filters into gensokyo over time due to various reasons, namely Yukari.

I would assume that they accept any and all notes or coins at face value. I doubt they differentiate between a 10 dollar bill or a 10 cent coin, they simply accept it as 'ten' and move on. Actual value is probably based on the local economy and what people happen to need at the time.
