Well. It affects Reimu and Marisa. And they're someones. I dunno about EoSD but the incident of PCB would've caused some serious problems if Reimu didn't solve it. For one, Gensokyo would have no spring and would be stuck in a permanent winter. For two, the Saigyou Ayakashi would've become unsealed, which may have caused a problem. We will never know. Three, Yuyuko would no longer exist as a ghost.

You missed the point of the question. Obviously something would've happened to cause the various teams to go out and look for whoever stole the real full moon. If nothing would've happened then why did they even bother going out?

Also, there was no real incident in PoFV. The flowers blooming was just part of a 60-year cycle. The ghosts playing around the flowers was just an add-on since what motivated Reimu into action was all the flowers that were growing. She didn't solve anything. She just felt like blowing people up with danmaku.
