Certain stages have a 2nd pool of items that can drop and the chance of getting extra items if determined by the luck value a character has. At 100% luck you are getting 2 items from that pool with a 100% of the time in addition to the regular items. This stacks for each character. Luck can only be raised with special mirror items or with dupes/dolls. If you see someone with an EFES character at 100% luck then you instantly know it must be a whale account.

You need other copies of the RNG card. They can have what ever effects the game gave them, it doesn't matter. The card you select as the base for infusion will keep all its passives and stats so you don't need to worry about losing any of them but it also can't get any additional ones. Best to wait until you have 5 copies before fusing them together to check all their stats/passives.

Nue seems alright. Inflicting both fire and ice status might be kinda tricky though. Her regular spells only break one each so you need someone else to help out with breaking the other element if you use both of her skills. 30% extra damage against resisted elements might be good sometimes. The fact that they just hand out all the dolls means people can actually roll for her though I would prefer waiting for other characters in that tier.

I can't speak firsthand about Kasen but she does seem to be a top pick. Definitely Yuyuko if you use Koishi the White. She's primarily used for her skill so you can wait to doll her up. I use Youmu and Sakuya occasionally as well.

You can get Yuugi pretty quickly since she can be picked up with a basic character selector. Not very good though since her best move is single target. There is an alternate version of her but she is harder to get since she is still a relatively recent character.

I was going to spark Kasen off the relic banner, but wanted to pick up Sakuya and maybe Youmu along the way.
Got Sakuya in 30 rolls and felt good, so I wanted to get Youmu now and maybe pick up Yuyuko as well if I get lucky.
I didn't get Youmu in 320 rolls so now I have to settle for Sakuya + Kasen.
