Just like LE with the animal spirits, I'm pretty happy that this chapter looks to have finally answered what a human spirit looks like in Hell and how they can still be servants.
It's nice to see that even as a sperm ghost, they still can do work without hands.

Ghosts/bourei 亡霊 are the humanoid ones like Yuyuko that are humanish
Phantoms/yuurei 幽霊 are the ones that accept that they are dead, the ones that Komachi ferries across.
Problem is that translations translate the yuurei as ghost or phantom so it's pretty confusing tbf. And yuurei are also sometimes not deceased.

When did they do that, exactly? It's common in fanstuff, but I've never seen anything in official works that claims that the Ministry has anything to do with Satori.
From what I can tell, Satori is considered the master of the Palace of the Earth Spirits simply because she started squatting there one day and nobody wants to get involved with her, so the oni just go "sure, why not". Satori isn't in charge of Former Hell as a whole, either, just Chireiden and the abandoned hells sealed underneath it.

The new inhabitants, the outcast youkai who moved into the abandoned underground, would need to contain them just as much as anyone else would.
We know that some of the residents, such as the kasha and hell ravens, who were always closely tied to hell, remained after the yama and oni left, but the bulk of them would've been former surface youkai who moved because they were misfits and other truly loathsome youkai who never fit in with others. Satori aren't exactly what you'd expect in hell, so it's reasonable to assume that she came from the surface too, and decided that the abandoned palace suited her well, especially since she's supposedly well-suited for dealing with vengeful spirits.

Though it doesn't seem like she ever did much more than give her pets some jobs, anyway.

The idea that she could "find" anyone is also really silly since as long as you don't near Chireiden, the odds of this shut-in finding you are approximately zero.
Maybe it's best to just chalk this up to Kasen's ignorance, since as a surface o̵n̵i̵ hermit, she wouldn't really know all that much about how the underground operates.

And is her sealing off the underground really something she has any special authority over, or is it just something she did without asking? Since the seal's on the outside, it looks to me that it's not something the inhabitants themselves are supposed to do. She just took advantage of its old nature for her own benefit, at least until this particular situation is resolved.
