It's a big scale conspiracy type of mystery spanning 5 years. It works really well, but it's definitely not the type of mystery that sets especific rules, times of death, or limits the number of possible suspects. It's its own thing, so I'm OK with Ciconia doing something different again.

Higurashi asks you to think big and guess what the fuck is going on with all this crazy shit. It gets even crazier when Rika shows signs of knowing about other worlds, which forces to you to think about the mystery on a meta level and try to figure out what exactly is going on with the magic element of the story. Before that, you'd just assume that the existence of different episodes wouldn't be brought up in the story itself.

The thing with Higurashi is that it gives you so few hints and constraints that there's no way you could ever arrive at the conclusion by yourself. The problem is so open that you could come up with endless "solutions" that don't contradict anything but aren't what Ryukishi had in mind. And the real solution still requires you to accept magic and mystery illnesses.
Also, Higurashi just doesn't get to the point very fast. The early episodes don't really show you much that's actually related to the real big mystery and instead focuses a lot more on the paranoia/unreliable narrator aspects.

I think Umineko is a lot better in this regard since you could actually figure out the main points of the solution by episode 2. And the red truth and Knox rules provide enough guidance so that you can actually make progress solving the riddle by restricting yourself to what's actually possible under the "rules".

I don't think everything should be like Umineko, I think Higurashi was fine. What I have a problem with is not that you can't really figure out what's going on from the hints you're given, but that Ryukishi keeps insisting you mull it over regardless. And also I don't think the big government conspiracy itself is particularly interesting or makes much sense either.
I love the question arcs of Higurashi because of that paranoid feeling where you feel like you can't trust anyone, not even yourself. But when the curtain is finally lifted I find the conclusion to be a bit lackluster.

I do hope that Ciconia makes you think and theorize but from Ryukishi's tweets to me it sounds like he's saying "there might be parts where you could think if you really wanted to but you don't need to". Maybe I'm just reading too much into it or maybe he's just trying to get people to relax their expectations, I don't know.

One of the things that made the earlier arcs seem much more down-to-earth was that the cast felt far more fragile and vulnerable.

Keiichi wasn't some Shonen hero who could knock out fully grown soldiers with flying Karate kicks. Mion wasn't a master martial artist who could Judo flip someone like Okonogi faster than the eye can see. They were just kids, and when violence took place it fucking hurt. I mean compare all the scenes with the Yamainu goons being knocked out like stereotypical henchman with the parts where Rina or Teppei got bludgeoned.

Ryukishi pretty much wrote himself into a corner with the government conspiracy. He had to turn the Club into a bunch of larger-than-life superheroes for them to beat Takano's forces. And in doing so all sense of powerlessness went right out the window.

To me a big part of the appeal of the early parts of Higurashi was the small scale, just an ordinary bunch of kids in a more or less ordinary small mountain village thinking themselves into a paranoia that they can't get themselves out of again.

It's not like they did anything impossible for a human. They just had balls, put in some effort and got really fucking lucky. That's what gives the story tension at this point. Hanyuu has basically used up all of her remaining power to turn into a physical being and become the piece that was previously missing.

Rika knows they are risking their last chance at a happy future, so from her perspective this is all tense as fuck. Of course they are all going to survive somehow, the reader knows this. They are struggling against insurmountable odds and somehow winning by pure luck. It's fucking magical. But even that luck wouldn't be worth shit if the were weak-willed and didn't give it their all to save their friends.

Of course it is, that's what Ryuukishi intended. It's not just your typical paranoia, it's literally a bunch of microscopic bugs physically messing with his brain chemicals because they got upset over the climate or whatever, which plungs him into a nighmarish, unbearable, terrifying persecution complex that gets worse by the minute.

Of course something like that would be more terrifying than some obscure shady people plotting a conspiracy. Onikakushi is meant to be the scariest part of the story, because you still know nothing about the true nature of this creepy village.
