Ratios and kudos are ok metrics, but aren’t perfect. There are other variables besides quality that go into them, like how well you shill a work and what girl is focused on. Having high numbers is great, but there are writefags who I think are better than me who get half the number of likes I get.
If you want more engagement, besides your obviously improving your work, I’d focus on a few things.
Write catchy summaries. Ao3 is full of garbage so if your summary is boring, badly written or flat out non existent I will probably not read it.
Post links to places other than just here.
If you are writing something chapter by chapter, then replying to comments and having a consistent schedule helps keep people engaged.
