She's an enemy of youkai.
Vengeful spirits are essentially the embodiment of their own grudges so she probably doesn't care much about humans.
The only thing she seems to take note of in the village is the youkai so she doesn't seem to consider the villagers at all, she just doesn't want to lose to youkai and wants to torment Reimu for some grudge related reason.

I agree the Youkai factions and human villages are separate societies, but I would also class Gensokyo itself as a type of society, just because the terms nations, clan, kingdom, or tribe don't fit.
We also know and have seen the Inaba which have contractual loyalty to Eienti, and the Tanuki with Mamizou, and I think we've herd of Kitsune.
Although we don't know that much about the last two, especially the Kitsune.
So while it might seem chaotic, Gensokyo might be more structured than a first glance migh susgest, with multiple classes and a heavily hierarchical society.
I think the Fairies could also be classed as a society of their own, and the Kappa, Tengu, and Inaba class as nations in my eyes. i.e societies based around shared characteristics with defined borders, and an internal hierarchy.

I would say it's not really stratified but hierarchical mostly insofar that might makes right. The strong rule, and the weak obey. Not very complex. The Tengu and Kappa are special mostly because they seem to avert that. It's one of the reasons Aya dislikes it so much, she's strong as shit but is never going to rise to the top of Tengu society.

Human village seems to basically be somewhere in-between an patronage society and an anarcho capitalist one. ZUN isn't going to get into it, but the absence of any kind of government means most of society would be managed by a class of financial elite and landowners. Those are also the people most likely to be compromised by Youkai since their livelihood would largely depend on trade with them. Again, we aren't going to ever see this but most likely the human village would be massively corrupt and rely almost entirely on nepotism. If you don't know a guy who knows the guy who can get you a job, you aren't going to be getting shit.

Okina got in touch with the Zashiki-warashi and they use her Land of the Backdoor as a hub to move around, and Yukari admits they use household spirits to spy on the humans. How far spying goes is anyone's guess, but it's not nearly as intrusive or malign as what we're subjected to IRL. Youkai don't care for your likes and dislikes or what you get up to in private, and don't scrape for data so they can profit off it; neither do they care to catch or stop criminals since that's for the humans to resolve amongst themselves.
Even cases like the Fortune Teller breaking one of the big no-no's was handled by Reimu who killed him not just because he became a youkai, but because he became a youkai that manifested in the middle of the village, and had no clue to how Gensokyo really worked or any understanding of his new form. His reasoning was flawed down to his motivations and was in no way a good person just trying to escape oppression. It was a matter of time before he hurt someone and it's up to the Shrine Maiden to do her job before it could happen. The Fortune Teller wasn't stopped when he was practicing magic, he wasn't stopped when he created his compendium of divination, and Kosuzu wasn't stopped when she started practicing divination with his book. Reason being they weren't that big of a problem to the youkai spying on them.
The spying on the village looks out for people publicly 'rocking the boat' and trying to throw the balance out of order, nothing more. If you aren't trying to incite a revolt, take power, or destroy the village, they don't care about you and it's a non issue.

Like, I'll grant you he wasn't a great person but his motivation was understandable. His mistake was not just killing Reimu and trying to join the enemy.
