She slowly and naturally gained her intelligence and other Kitsune abilities. She obtained her Telekinesis by trying to copy Satori's ability. (Why or how she would even do that is beyond me.)
The safest way to say how Suta got above ground is that Satori gave her the option. She probably saw Suta as a threat, even though Suta has her full trust in her.

If you don't want her to wear the boots, I could try to draw this again with Mary Janes, but it might take awhile. What I could easily do is erase the belts on them. Also, I used the Kun'yomi "kuroi" for the kanji instead of mixing hiragana and kanji with "kuro" and "i".
