Nero would be Neutral, as he both lives by vampiric law, but largely acts in heretical ways even to them. Wallachia would be either chaotic or lawful, depending on how you interpret his actions, as he always conforms to how people believe he will act and then must act in that way. SHIKI would be chaotic to a fucking fault. Kishima Kouma is lawful, in sort of a "quiet killer's zen" kind of way.

Nero doesn't act like a normal vampire because of how he acts and what he is. Nero is more like an amorphous chimera than a vampire, as he achieved his transformation through the power of alchemy and the merging of multiple beings into a chaotic form. Nero doesn't drink blood so much as he eats everything that moves. He doesn't take part in the "castle" game, as far as I know, and it's probably impossible for Nero to make a successor, thus eliminating the "armies of the dead at his service."

He abides by the hierarchy of the ancestors, and pays lip service to their rules and orders, but he largely acts for his own interests. Hence, neutral.

Wallachia takes in the rumors, fears, and nightmares of the populace, and then incarnates according to the rules they create. He will always behave according to those rules, with the one dictate that his actions will always end in murder and bloodlust. He can't *not* be what others desire him to be. If you believe he's going to become a toad out of fear of toads, he'll become a vampiric toad that sucks you dry.
