a) Seiran herself and her abilities are underappreciated
b) Playing Touhou 19 made me appreciate her as a pure cinnamon bun

I get the impression that despite her being in the demo, Seiran's arc was probably an afterthought. She barely links up with any of the big characters except for Saki and Enoko, and even in their case, her plot is entirely irrelevant to the incident as a whole. We don't really learn much new about her and we don't really learn anything about the incident as a whole in her route, then her ending leaves most of the interesting details vague like where she wanted to live, or why she was so insistent on using the jewel to achieve it when she also says that she's fine with the impurities of earth in the same route
add the lack of a ringo appearance outside of a vague reference by sanae in vs mode, and a reference to reisen if you win a seiran mirror match and ran recommending she go to the bamboo forest of the lost to find reisen if ran wins in vs mode, there's just not much to her story
I really wonder why ZUN added her. her character is more or less the same by the end as it was at the start. much as I love her, she feels like a wasted slot and someone like kagerou or shou could have taken it and probably had more to do with the story

I think Seiran is there to show us how a pure being like Lunarian would feel if they fall into hell, a place full of death. Also to make connection between Enoko's jewel and the Lunar jewel because both has similiar purifying properties.
Then again this isn't the first time a character become playable without adding much to the plot, like Meiling in Hisoutensoku. ZUN just like showing minor details like that, even if he has to go all the way to make someone playable or write an entire manga chapter for it.

Personally, I liked her story. Anyone could have guessed a moon rabbit would particularly dislike being in a place as impure as hell, but her reaction with Saki is just very cute. She's an absolute cinnamon bun. I also like that little nod to her initial reception back in LoLK when Chiyari wins against her, asking Seiran's if that stuff on her is really just berries, and since Chiyari's got a flair for blood, y'know... It's very ZUN-esque to just leave hints and let fans make something out of it, although you definitely could have expected more questions to be answered.
It helps that she's just really fun in the game too. I'd say she's still better off than the likes of Mamizou, who was already very much a developed character, and really doesn't add much to the story or grow much herself, the most I can think of is her offering Saki to meet Miko.
Probably the most balanced character in the game, actually kills enemies reasonably well, gets a fair set of opponents in her story mode.

I confess I'm a tittle-little butthurt about the whole thing, because I'd been writing a Seiran-centric fic before UDoALG, and the motivations Seiran exhibits in the game were uncomfortably close to what I'd had in mind for Ringo. And then Seiran's personality turns out to be nothing like I'd envisioned, so that further soured my attitude toward my own work.

I also share another Anon's take that Seiran's storyline was something of an afterthought, but... maybe that's on me for expecting bunnies to have complex characters. Though I would've loved to hear more about her motives for staying on Earth. It always seemed a major life decision, one that Rei'sen purposely avoided in her appearance. But here are Seiran and Ringo, 8 years later, and we still don't really know why they stayed.

We know that it was Ringo who wanted to ditch the moon (though the only real reason she gives is that the food is better on earth) and that Seiran isn't implied to have any idea what was happening prior to the invasion but had a real shitty, thankless job for bad pay, so that's about all we've got to go on
Reisen does get to have a complex character, but I'd wager it's only because she's an early windows character and thus ZUN didn't have as much choice when it came to using her over someone else
I'd say we got off easy, though, because Seiran's route being an afterthought means ZUN didn't do much else to throw off headcanons, and Ringo didn't appear at all so you can still fill in any gaps you want with her
At the end of the day we take what we can get and either discard or try really hard to work around the bits we don't like. I think it's still somewhat possible to rework Seiran into fitting your story's version without having to discard 19's additions, since characters in the mainline games typically act different to the manga versions anyway, and you can attribute some of her fightfag aspects to the incident getting everyone hyped up which incidents in touhou always do. She's not part of the main plot, but considering Zanmu was manipulating all of the beast yakuza to act in the way she wanted (muh palm of my hand and all that) it's possible to rework it to say that Seiran was being manipulated into meeting Saki which was part of Zanmu's machinations.
I'm probably reaching a lot, but that's sort of what we 2hufags do, so even if you're a stickler for canon detail wank like me, you can sometimes perform enough mental gymnastics to make things work.

I like how open and unresolved the ending is, although it might be a personal bias. It doesn't sign the end of Seiran as a person to develop. It's still rather vague whether or not Seiran is going to find a purpose where she finds comfort & solace. She's gone through a journey, we know of the little things here and there such as an unsurprising distaste (and that's an euphemism) for Hell or the comfort of that air purifier of sorts, but there remain many questions wandering in Seiran's mind, about her place in the world. She's tried her time on the moon, she's tried her time on the surface. Will she settle for the monotony of it all? Can she deal with this sinking feeling of her unremarkable endeavors on Earth? If she was willing enough to go through this adventure, there ought to be something deeper, not necessarily to her quest, but to herself. She's lived through harsh discipline, yet now that she's faced with the rather carefree lifestyle one may lead in Earth, she may also see its few benefits, as it leaves little room for such thoughts. Doubt is a flower that must first be planted, but can bloom pretty much anywhere. Even knowing that, it's not like she can just go back and be forgiven, I think that's pretty much over, and I also don't believe there exists anyone on the surface that can force Seiran to fit through such a mold, even Eientei.
It's not something that has consumed her entirely. Hell, I might be largely extrapolating, but that's kind of what we're all in for with Touhou, even if it expresses itself in wildly different ways.

More to do with Seiran's peculiar design. There are a lot of titbits, some of them aren't very clear (the ear tag), and even real artists flip-flop on the individual elements. There are 2hus you can get semi-consistently. Seiran's a crapshoot. Honestly easier to just flippin' draw the tag and the twintails, never mind something like her silly dress's dangly bits.
