Seeing how Eiki warns Cirno about becoming something other than a fairy maybe the opposite can also work.
Fairies seem also to be close to minor kami I would say, so maybe there are some ways for gods to become fairies.

Fairies are nature deities as defined by Touhou. It's the reason the first couple of manga have nature deity in the title and is addressed in VFiS

Eiki warns Cirno about what Narumi tried to do to her, that is, harm her in a way she can't recover from.

To be fair to Narumi, she doesn't use her life manipulation to kill Cirno, unlike Zanmu who uses her nothingness manipulation to do something similar.
Further more Narumi said the effect wouldn't work due to Cirno's strength being augmented by her backdoor at the time, Okina also mentions how the Cirno had a unquie reaction to the backdoor and started becoming unstable, which is why she got a tan.
