I found in another thread that Ran had a retcon to her character in 2016 from an article ZUN wrote. Tl;dr she isn't the fox and is instead a 'program' possessing the fox and she has a hard time acting outside of her programming. Also what >>44192622 said.

His new lore is weird. Ran specifically is the shikigami, the fox underneath it all is a completely separate being. The same with Chen except Chen can be dispelled and the bakeneko being possessed is a distinctly different character. The program thing was alluded to in PMiSS where it mentions that shikigami are computers in the outside world, but that was more in reference to Ran's preference to examine real things over abstract. ZUN then described shikigami as resembling computer programming and that Ran's fundamental behavior was to "execute Yukari's programming".
Not sure why he went that route since before it was closer to mythology, that being Ran's true form is that of a 9 tailed kitsune and is a shikigami because she was made into a familiar. It's awkward since he already had stuff nailed down in PCB, like Chen being described to have the same personality and appearance regardless of possession.
