The Netherworld is a Purgatory/Non-denominal-heaven. It's for people who are good but not aligned to any realm, so they live their afterlives exactly as their lives in peace.

Furthermore you need to be a daoist or shinto practiser.
Suicide will most likely get you to hell, or leave you wandering the world as a ghost.
In case of buddhists it will restart your karma.

It only depends on if you are worshiping the "dominant" god of that Heaven. Sure, you can worship Loki (the not-quite-harmless prankster Loki, not the siege-Asgard-cause-Ragnarok Loki), but if you're not paying proper homage to Odin, you're rather unawares of the ranking system. Lead deities must take front seat.
