Either way there is no proof Roa fought Arc alone. It's stated a sixth guest arrived and tipped the scales which makes no sense at all if it was only Roa fighting Arc since there wouldn't be much of a scale to tip.
Maybe Vlov didn't help at all, but it's possible some other DAA helped Roa capture Arc to ensure the ritual was a success. The realization of the ritual was not something that concerned Roa alone.

Except arcueid has 5 hours cooldown for some reason. Everyone in the party got 6 hours and she got 5

Literally Nasu forces you to use arcueid because 100% charge and less cooldown makes it very easy to clear quests with her

I can't give you a difinitive answer because the power Shiki manifested at that point is still a mystery as per Nasu's statements. We have no idea about the mechanics of that power at all.
The statement you quote says "Roa's body stiffed and was no longer rooted in the foundation of life", but considering Roa was still able to make the attempt to run after Shiki his lower body wasn't "dead" at that point, it was only "killed" after Shiki stabbed the floor.
So perhaps Shiki manifested the ability to impose death where there wasn't previously kinda like a principle, hence it was no longer rooted in the foundation of life, but in order to truly "kill" he needs to make contact with it like he did with his knife.
That's my guess.

Probably after she gets a lot of her power stolen by Vlov, causing her to miniaturize; returning Vlov's morality and common sense so he doesn't go killing willy nilly and goes after whoever betrayed him (Arach?).

I dunno about Melty Blood, but in the Remake bad end where Ciel leaves Shiki alone in the tea room (and gets him killed by Noel sensei) its mentioned that the Tohno mansion is ridiculously bad news for intruders. The reason why Ciel couldn't come back to Tohno is because she was "worse off than Shiki" (who's dead btw) according to the 'teach me ciel sensei' section. Add in the fact that Akiha is apparently making her debut in the El Melloi classroom I suspect in the Tsuki timeline she is a monster of a first generation mage, and the entire mansion is her "territory", which is why unprepared Ciel suffered a massive defeat. Kind of like Saber's defeat at Kozuki, or Shizuki's victory over Beo.
