In case you're asking a genuine question, it's because she's immensely ignorant and unwilling to listen to reason, while being fairly powerful and having a bunch of youkai in her debt.

- lands a ship atop the grave of someone whose later resurrection caused nature itself to rejoice because she "sensed something evil"
- actively ignores her subordinates' insubordination
- claims equal treatment of humans and youkai while flagrantly and wilfully ignoring humans being abused in her temple
- needlessly prolongs an extremely dangerous incident that remains unsolved to this day because she wanted the glory of solving it

It's because she says something that *sounds* pleasant, but her actions clearly don't back up her words.
She talks about harmony between humans and youkai, but she's clearly only concerned with supporting the youkai, and she's completely okay with how humans in Gensokyo are effectively just cattle for the youkai. She's ideal for Yukari's little zoo, with how she keeps the humans content in their ignorance, without actually doing anything to improve their lot. She doesn't make any efforts to keep her own disciples' bad behavior in check or protect the humans from them, and is barely even aware of what they're doing behind her back.
She doesn't even care about the weak youkai in Gensokyo. Kyouko is clearly frustrated at the temple (which is a key part of why she formed a band with Mystia), and Byakuren doesn't really teach her anything, as Kyouko just mindlessly repeats mantras without understanding them.
She's also pretty eager to commit violence against Mystia over her being a minor nuisance while merely making excuses for the much worse behavior of her own disciples.
She's always been a youkai who supports youkai instead of someone who builds bridges, and anyone foolish enough to believe in her words will only bring about their own doom.
