It might be a tough fight, but Yuuka is an arcane primordial youkai that's been around since the very beginning, while Yuugi is just one of the top 4 Oni still around.
Now, that's still a mean feat, but Yuuka is just... something else. She has no real powers relating to combat, but she can clone herself & fire off ginormous fuckoff massive lasers *by sheer willpower alone*.
Also, canonically, we've never seen either of them try seriously in a fight, but depending on how MS went, Yuuka might have beaten a god in her own realm while playing around for shits & giggles.

Truth be told, if they ever went all out on eachother, there's a good chance they'd tear gensokyo apart long before landing lethal blows.

I think the make or break factor would be Yuugi's vague power of the unexplainable phenomenon. Personally I like believing that it can act as somewhat of an anitmagic zone that shuts down magic and forces people to fight her in a pure melee battle. Yuuka would obviously be no pushover even without her magic and she's sure to give Yuugi a fight of an intensity that she has not experienced in a long time.

The power of the unexplaineable phenomenon could either make the whole battle, be an unexpected trick up her sleeve, or be too vague to actually do anything, since it's more poorly explained than fate manipulation is.
I'd say it's more likely a busload of random bullshit damnaku, or some kind of further strength-enhancing power.
What a lot of people forget though is that Yuuka is very sharp and observant, even figuring out the flower incident before being told about it by Komachi/Eiki, something only Cirno manages because she's a literal embodiment of the nature being fucked with. Even Yukari just barely figures it out, and it's more like she remembers stuff from 60 years ago by actively trying to work out what it is she can't remember. Her explanation also makes no sense either, since it's more like she has the answer and works backwards to the question, if you know what I mean.

Yuugi and Yuuka also feel like they would have much different priorities in a fight. Yuugi seems like she just wants to beat the shit out of a strong opponent while Yuuka straight up wants to kill her opponent. Remember, canon Yuuka doesn't torture people for sick sadistic pleasure, she just likes fighting. Yuuka probably would be *more* open to murder though, since she strikes me as amoral.
However, she'd probably not be stupid enough to do it without thinking through the consequences of actually killing someone post-spellcard rules, so it'd be unlikely either would resort to lethal force without good reasons.

If they did fight for no apparant reason, with every intention of winning no matter the cost, I think both wouldn't hold back, and start out much stronger than we've seen them. No point wasting time by using weak attacks, after all.

But if they just came to blows over something more or less inconsequential, they'd probably play around a lot, since both are unimagineably powerful.
Oni are the epitome of strength, and one of the four Devas would be terrifying to behold, but Yuuka might be the pure, concentrated perfection of Youkai, the final product of natural selection applied to demonic terrors. She is the only character to drag a fight over two stages after all.

I had an idea for a hentai doujin while I was laying in bed. Since I have no artistic skill or commission finances, I will describe it the best I can to bump the thread and pass it on.

Premise: You are MC, gapped to Gensokyo etc., meet Yuugi by chance and have a friendly encounter, and she shows you around. Filler content of spending the day hanging out.

It's evening, and you and her are outside, leaning against the porch of a building in Former Hell, watching the night, drinking sake. After some pause in the conversation:
MC: You know, you're really strong. What would happen if you took off those shackles on your arms and legs, anyway?
Yuugi becomes completely serious, despite being lighthearted moments ago, with a slight frown.
Y: You don't want to know. You'd get hurt.
MC, mildly drunk: Well, now I'm even more interested. Hell, it could kill me and it would be fine as long as I got to see it.

You and her stare at each other for a few moments, with you having a shit-eating smirk on your face, and she eventually gets a wide grin:
Y: Well, alright...
She then proceeds to stand up and rip off each shackle with her hands, starting with two hands for each ankle, then using one for the each other wrist. Towering over you, she tears off your clothes, and then seggs for a few pages. Her physique is distinctly more Oni-esque (read: buff) than she was portrayed in the preceding filler.
At the climax of the scene, hovering over your pelvis, Yuugi's face is hit from the right by an ofuda. Completely off guard, she falls over on your left. After a "Huh?!", you look over and see a very pissed shrine maiden.
MC: What the hell, Reimu?! Couldn't you have at least waited until-
The page zooms out to reveal the surrounding landscape and architecture reduced to rubble. With the sight and tension, MC anticlimactically jizzes on the Oni's midsection to his side, who lets out a laugh and passes out.
Reimu turns to fly off, and you try to stand.
MC: Hey, w- aaugh! Reimu... damnit, I think my pelvis is broken.
R: You're helping rebuild as soon as you can walk. And you're at least going to clean up the mess in the meantime.
MC, pointing to a broom among debris of the building you were by: Y- just... at least hand me that broom to use as a walking stick.
She spear-tosses the broom at you, nearly hitting your head, and flies off.
R: Don't try to run away, now.
MC: Good... joke...
You look at the sleeping Yuugi, who is sleeping contently, despite the situation. Smiling to yourself, you laboriously crutch yourself off with the broom as the page fades to black.

The page fades back, now from the POV of Yuugi, with the first sight being taking off the ofuda that was stuck across her eyes, revealing the sunrise. She then checks her wrists, and sees the limiters are back. Then, looking down, she instead sees a blanket over her midsection. Not seeing you immediately, she panics, and frantically looks around. The scene goes back into third-person, where it's shown you've just passed out yourself, on her left, after dragging a blanket (conveniently, again) from the rubble. The ending page has her turn and drape the blanket over you while snuggling up against you.
