Being the management type that get things moving from the background.
Able to manipulate information, arguably better than Aya, and has more broad goal to keep tengu society prosper, rather than just to get reaction out of people to buy papers or for personal agenda.
Made several connections due to her superior information gathering; she has Tsukasa, Momoyo is under her leash, has contact with Chimata, and recently made deal with Kanako as well. This alone made her stand out as a tengu.
To top it off, she clearly has superior ability and status.

Megumu mogs Aya anytime, but Aya is still more prevalent because it's fun seeing her struggle and fumble as flying wageslave while people shit on her sensionalist journalism. Maybe one day we'll see Megumu more as Aya's foil beyond that one iconic LE page.

It's not just Aya who fell victim to the power/status creep. Remember back in the day when Eiki was considered one of, if not the most formidable 2hu in Gensokyo and a big shot in hell who was only bound by the laws that the Yama have to follow, and otherwise pretty much omnipotent? Then Hecatia came along and Eiki was effectively demoted to the status of some no name middle manager.

Eiki has been clearly cemented as middle management ever since PMiSS, which firmly established the structure of the Ministry of Right and Wrong and them having a lot of former jizo judges with the Ten Yama Kings at the top of it all (also, the yama are supposed to work in shifts, so Eiki wouldn't even be the only yama for Gensokyo). All Hecatia really did was establish that the Yama aren't top dogs in hell and that there's many other people unrelated to their organisation (generally considered evil sorts by Eiki). Eiki's own position remains unchanged and she's still above anyone in Gensokyo that isn't a hourai immortal.

Aya's the same. She was always taking orders from her superiors, like in MoF. Meeting them and seeing her be a huge cunt like you'd expect just fleshes out what Aya was always supposed to be.

You also have to remember that Gensokyo is generally the underdog of the supernatural world. It's a nature preserve for those youkai and gods who were too weak to maintain an existence in the Outside World or other... Otherworlds. A retirement home.

So yeah, of course even a middling member of an ancient and powerful organisation such as Hell (disorganised as it is) would be stronger than the average or even above-average Gensokyan youkai.
