My problem with people hating on Shirou(not that you're saying this) is that they're always like LOL SHIROU IS SO DUMB, as if they're taking that one doujin as canon. He's really not stupid. He's not an extremely memorable protagonist, but it's more like his ideal is the character rather than he himself, and I liked the way FSN dealt with that.

I never found him to be an awesome protagonist, but he's not an idiot.

Being illogical isn't the same as stupidity, Shirou clearly understands and is also able to come up with "regular" logic, he just choses not to act on it as his goals are different.
And as for strategy? What should he have done? He didn't want to win the war, he just didn't want the wrong people to win it, and he also didn't like the idea of attacking people soley based on the war, thus he didn't search them out for that purpose either.
He chose a somewhat passive aproach fitting considering his intentions, and he didn't want to leave either as he cared for the results of the war.
