Yuka is popular because she emits a kind of dangerous elegance that most characters in the Touhou setting just don't do any more. With Yuka there is a sense of danger about her where you aren't exactly sure if she's a calm old youkai who enjoys flowers or a psychopath ready to kill again at a moments provocation.

In PoFV she's clearly much more relaxed then she used to be, sure she bullies the weaker youkai and lets misunderstanding go on with Reimu for a easy fight, but she's not exactly murdering everything in her path. More then anything she enjoys herself in the out of season blooming of all flowers around her. She knew what it was about, she didn't care to explain it, she just went with it and revelled in her youkai nature.

I like that ZUN seemed to go with a sort of settling down with age for Yuka. She still remains a prime example for a youkai's youkai, dangerous to be around, enjoys fighting for the sake of fighting and isn't afriad of being cast as the bad guy, but also has a calm side about her now that can visit the outskirts of the human village and enjoy the flower shop, even seem pleasant to humans who don't know her better.

There are too many 'nice' youkai these days. Youkai who aren't really dangerous and want to get along with humanity. Yuka seems like she's only agreeable if you find her in a good disposition, generally while she's enjoying what humans have to offer.

nah, ZUN's writing about her in Perfect Memento supports the idea that Yuka is still a dangerous, mostly unfriendly youkai who could snap at the slightest provocation. It's just that ZUN also writes about the villagers encounters with her around the flower shop and how she's capable of being rather pleasant and reserved on occasion.

Sure, it's hardly a perfect source, but with so little actual information it's as good as you are going to get. Take Yuka however you like.
