The characters in every Touhou game instance are completely new. Every "Reimu" instance is completely different each time, this is very noticeable in Marisa.

the games are released in reveree chronological order. every game is set further back in time, and when a new character appears is because that character will die in that game/shortly after. hrtp is the conclusion of the touhou timeline with reimu going to hell after having killed everyone, including her friend marisa. the destruction of planet earth is the canonical ending.

With easy access to the Netherworld, as well as reincarnation being possible, publicly acknowledged even, there's no reason why you need more than one shrine maiden
