Sometimes, I'm watching a video, and the clock hits a certain time, like 2:00 or something. My video gets changed to something else and that Nico lady starts talking. This goes on for ~30 seconds before I get sent back to my original video.

I know a tiny bit of Japanese. During this interruption, I notice a bunch of comments that seem to be swearing/rude chatter, meaning that other people have been inconvenienced at the same time I have.

What's going on?

It's usually random news, or sometimes even surveys. Yes, everyone is interrupted simultaneously. Or at least several people at once. Just reload the page.

It's their Gaijin-alarm. The website attempts to locate your address through your IP, and when it discovers it, it loudly broadcasts it through the video, telling you to get your sorry gaijin ass off their glorious website

The Japanese comments you see are them cursing you out, for they know the sanctity of their website has been violated
