He wants Mashu as an apprentice and offered Dantes to be his associate. That's a flag. I'm not talking about Lumina Roa, but rather his interaction is serving as foreshadowing about the Count. He's designed by the one who designed FATE Roa (Tantarella) and the Dantes in the CD drama for fuck's sake. Dantes says he's fated to fuck up Roa across the multiverse, no matter which one is. Arc tells Dantes his real enemy is another. They tied Roa and Dantes fates together.
The Count is obviously a timeline Roa fused with an older Dantes (who never met him in Rome). Or a fabricated what if by Marisbilly.
