Does Okina even care about Marisa all that much? Like, do they even have any meaningful interactions beyond HSiFS?
Okina eagerly jams her filthy fingers into every pie imaginable, so Marisa really doesn’t stand out amongst all the people she associates with.
Even Cirno at least had a second Okina-related incident she got involved with, with Okina still showing interest in her, but I don’t remember Okina doing anything like that with Marisa.

It's annoying, but Marisa doesn't have any "master" characters in the Windows era. Alice, Nitori, and Patchy are more like partners on the same level.

Okina isn't anything resembling Flandre's master. She just recruited her for a job, but there's nothing indicating that Okina wants to serve as a mentor or have Flandre work for her on a permanent basis.
You might as well argue that Yukari is Flandre's master because she wants to use her against Mizuchi.

And Kasen obviously doesn't have such a relationship with Sumireko, either.
