Not OP but I can explain (a little). Japanese people are super protective of their society and its rules so even arbitrary rules that a Westerner would scoff at become imperatives in Japan. The logic is that if everyone in society felt free to break rules once they found them unjust or inconvenient, everything would fall apart. So even stuff like mask guidelines are pretty rigidly followed.

This is actually the same argument Socrates uses in one of Plato's dialogues. After he's sentenced to death, his friends offer to sneak him out of prison.
