Moon rabbits are a slave race by nature, and even amongst them, Reisen is a notorious coward, almost completely unable of thinking for herself.
Consider how Reisen ran away from the moon and its "war", only to immediately submit to the moon's biggest sociopath, who views Reisen like coal miners view a canary, and a princess who's only there to look pretty.
Even if Reisen's ability could affect them, she'd never be able to bring herself to raise a hand to her betters. It's something she wouldn't even be able to conceive of.

Even though Reisen is known for making people crazy, her actual ability is manipulating waves, and is one of the few characters who is shown to have a wide application of her power as "waves" include sound waves, light waves, as well as brain waves which is how she affects people's minds. Depending on how intelligent she is, she could probably control matter and space. It's unlikely they'd be able to catch Reisen if she wanted to escape. They'd have to start by attacking her with something that couldn't be described as a wave.

That fanon shit. It does not work like that. Everyone has his/her limits, and even though abstract and metaphorical applications of abilities exist, there are still limits to which you can exploit a metaphor or how deeply you can dive in the structure of universe (that's on the matter of time and space). This is mostly evidenced by what touhou characters do NOT do, but also by some specific acknowledgements of limits (Yukari in CiLR, when Yukari is one of the worst metaphor exploiters both in canon and in fanon). It's kind of like WoD mages' paradigms, when you have to be sufficiently strong and advanced to push into more and more abstract applications of your paradigm - so strong but still limited Yukari vs various minor youkai with cool-sounding abilities that in practice turn to a few small tricks.
So, what Reisen actually exhibits is tampering with minds in broad sense (communication between moon rabbits probably belongs here too), as long as manipulating "classical" waves - light, sound. She was never shown tampering with space on basis on that "space itself is waves", even though that's quote from her profile, or matter since it's electron and quark fields' wave packets and so on. Therefore at her current level she cannot do that.
