Most of my favorite artists are doing non-touhou these days but some of my preferred touhou circles that are still kicking:
SOUND HOLIC, ZYTOKINE, EastNewSound, Alstroemeria Records, Rolling Contact, Amateras Records.

Granted, their music was typically superior a decade ago. Honestly, Frozen Starfall might be my favorite touhou circle recently. I think this is the best touhou album since like 2015, maybe just because I'm a sucker for house music:

Touhou is in recline etc. etc.
I think the case is that there are more IPs to latch onto, you can really see this with the popularity of gacha's and the heaps of doujinshi made off them. Those sticking to Touhou are doing so out of preference over what is popular or profitable. This is just my conjecture and from what I've seen and interpreted, so I could be wrong or missing a detail(s).
I know Shinra-Bansho is still sticking too Touhou.

I was a big Alstroemeria fan with my favorite being Rebirth Dancehall. Sadly that album was expensive as hell when I visited Japan (only copy I could find was ~$60 used) . Managed to get some other of their albums as well as a couple Felt, ENS, and Amateras albums,
