I think blond is still the most common hair for 2hu in windows games, less likely than in pc98 but still the most likely.

Reimu's color changes from game to game(or even in the same game like in EoSD where she has a bit of brow).
But you also got Hatate, Satono, Kagerou and Rika.
Then you got Miko and Lyrica who have a very faint brown color but I would count them.
Byakuren also has purple-brown hair in UFO but its purple-blond in every other canon work, but in her oldest fanarts you may even see her with just brown hair since some thought that the purple color came from her scroll.
