Seiga's profile in TD states that she was married.
In the short story Seiga is based on (tale 269 in Liaozhai, "Qing'e"), she has at least three children, and since she didn't stop having children after becoming immortal, she could have many more by the time the game takes place: she would have had 1400 years to make children, if she kept at it.
In the story, she had children 22 years apart, so if she kept it up that rate, she'd have about 60 children. Maybe more, if she gives birth to several children each generation.
Parts of the story is contradicted by Touhou canon, though, so you'd be justified in ignoring parts you don't like.
