Personally I find keeping a character whose story was finished around as a zombie solely to be paraded around for the purpose of fanservice insulting and disgusting, especially so when it is done under the justification of supposedly elaborating on a character's "potential." Considering how Sanda's storyline is shaping up to be the one which covers the Dismantling of the Grail, it's pretty clear these more minor appearances thus far are to set the stage for future more involved roles. Takeuchi's statements are indeed relevant when he's always been the businessman of the TM duo.

The moment Tsukihime remake came out, it was only a matter of time and after that it was only getting more obvious it was coming. Sion showed up then NRVNSQR Chaos showed up. Metawise 'Ascension' is upgrading/leveling your servants like those typical JRPG.
The summoning system in Chaldea is different from the one in FSN, which allows servants to become stronger and closer to their Heroic Spirit form by fusing them with magical materials. TM uses this to give the servants more costumes, although the year one ones have it very bad, with their costumes only have some more accessories, or less clothes because waifufags. Example: OG Saber has her armor and shows the true form of Excalibur.
However things change big when DW decided that they could do three servants in one. The first servant with three different individuals and personalities is Valkyrie, IIRC. Then Nasu threw the big bone that is Space Ishtar, and now Takeuchi did Arc.

Honestly, there isn’t much since even japs think that the biggest info/teaser is one of her ascension looks (the 2nd one) is her 3 years after a *certain* route in the game. Then her bond CE referencing her going back to her castle while dreaming of everything she’s experienced (which also has those refrain lines in the VN’s prologue/early chapters). When does her NP attack she has a line like “Even if we’re apart, may you always remember the moonlight” or something like that.

Shiki Ryougi was also added in the fourth iteration of Melty Blood at that point (third if you don't count Re-Act), and by then pretty much every major character from the Tsukihime universe was in the game so she didn't feel like she was given priority over actual Tsukihime characters but truly felt like a nice extra (with that said, rip REAL Shiki Tohno). And to top it off, her movies were coming out around that time so she was actually really relevant.

In comparison Type Lumina starts all over from scratch with a pitiful hilarious roster and already had a fucking guest character among them. The game needs free DLC for that roster to not be embarrassing and already it has amassed yet ANOTHER guest character. Both of these guest characters have no relation to the Tsukihime and Nasu has made it clear his intentions to separate the two franchises further, thus lack any modern justification, they are only added due to general popularity and not because of any sort of neat nod or marketing. Tons of ACTUAL Tsukihme characters got killed with no hope of them getting in because they are not as popular or lore autism, which Type Lumina itself doesn't even fucking care about since it's lore is garbage, low effort and nothing matters. It's only there to placate people who are intimidated/filtered by Tsukihime characters, hell even faggots who unrionically go "MUH DRIP" and who generally just do not care for Tsukihime at all, the worst type of people to pander to in your TSUKIHIME FIGHTER. TsukiRe works because the OG Tsukihime was a far less refined and complete work. FSN does have its issues, but all attempts to fix them would only lead to greater issues.
