Not him but from my perspective I think Touhou fans aren't as fond of characters that have such a defined purpose. It's not that they have anything else to offer, but maybe the mindset is that if i'm gonna imagine or create some work and it's NOT based on music, maybe I shouldn't bother with these characters.
This kind of happens to a lesser extent with the season characters like Aki & the Lettys, and to a lesser extent since these are broader & speak to more people, Touhous that have a profession of sorts, like Keine being a teacher or Eirin being a doctor. These two are far from the least popular but they're a smidge above characters that at least feel more like free birds, or have been turned around like this by official works or fans alike.

you can argue the music girls do have a profession, but i guess by now we would have seen more works based around that concept. i really do think zun just needs to show them off more and the fans will be inspired, and no showing up in a fighting game background doesn't count.
