Japan's drinking age is 20, not 21.

And they also don't really *care* about that drinking age except on TV (well, I suppose the government does). If a group of college students goes out drinking after classes, the waitress isn't going to check their IDs to see if they're all 20 or older. It's not like the States where *everyone* has to be carded to buy.

20 is the traditional age when Japanese are viewed as adults, so that's when they can drive and drink, but not drink drive.

In both the US and Japan it isn't uncommon for parents to let their children have a some alcohol at home. A little bit of wine or a beer isn't going to kill anyone. The reason for the drinking age limits is that (theoretically) minors are not mature enough to handle the responsibility of drinking alcohol, namely that they'll go drive drunk or binge-drink without considering the consequences.

Of course a slight flaw with the plan is that there are plenty of people over 21 who aren't mature enough to handle the responsibility of drinking.
