I believe it's trendy in certain communities, especially for teenagers/teenage girls. They are both easily influenced and looking for a sense of community. Drawing this sort of shit and associating with the whole "queer" culture online delivers both of these things. It's this generation's goth/emo phase, but some of them never grow out of it.

I love stupid memes but something I love about Touhou is seeing other fans expressions of it. The western fandom doesn't create much, unfortunately. That led to me working on a prose doujin along with other personal projects. It's proven to be more work then I anticipated so I'm unsure if I will write more after this one.

Western cons have artist alleys which are basically like Comiket but in a designated part of wherever the venue is. Lots of people selling original works but it's usually physical merch.
But yeah, copyright is the biggest hurdle for a lot of these artists, it's easier to pass off merch as just something small and for funsies but when you're writing new content it becomes harder to defend
