Her entry in Symposium of Postmysticism seems to suggest both of these are the case, which is a pretty unfortunate catch-22. It does additionally say she may have some memory of her past life (which is where the description of her reciting poetry is from), but to what extent that is who knows.

Not as big a deal as it may seem, given an interview ZUN gave out shortly after TD released. He suggests Seiga can revive Yoshika as an undead whenever she wants.
