Nah, tsukumogami are formed from objects of a certain age. Being discarded just makes them pretty pissed off. The only limitation is that tsukumogami apparently hate electricity, so items that use it like most modern devices cannot be one. Other than that, there are no limitations, even old buildings can gain a soul and move around. Also, there's a Buddhist prayer bead tsukumogami called Ichiren Nyudo, maybe ZUN used that as Ichirin's character basis.
