That occurs before they deal combat damage, but Shiki still counts as being blocked.

It's not overpowered at all, there's a reason why his casting cost is so extensive. You need to build a deck especially dedicated to him to make it work in most played formats and even if you bring him out, it doesn't guarantee you the game.

Double lands or "pain lands" from the Rathe cycle. Rathe cycle slivers + artifact creatures, slip in Lord of Tresserhorn for giggles. Stick in a Heartstone and Ashnod's Altar for instawin combo in case you have a Sliver Queen.
Nothing fancy, mostly just creature carnage.

Or simpler and cheaper, just go all red and Sneak Attack him.

Gameplay-wise it takes a GOD-DRAGON 2 full-on headbutts to kill one.

And it can survive if it just heals itself a bit.

Most of the greatest creatures on the planet don't get past 8/8, which means it'd take 3 shots to kill a planeswalker and even the most lowly white user can cast Wrath of God to eradicate ALL of said greatest creatures.
