So I downloaded the tsukihimeplusdisc.iso but it's a rar. What the hell?

It's not a rar, you just set your Winrar to open ISO files.

Ignore Winrar and mount the ISO using Daemon Tools or a such software. (Alcohol 120%, Magic Disc etc...)
