All modern Japanese anime is based off of this character. Note the huge eyes, bulbous head, small body, and vacant stare. The figure is Betty Boop, created in 1930 and sent overseas with American servicemen to entertain them during times of intense boredom. The Japanese saw it, liked it, and began creating their own images in its likeness because of a strange form of national stockholm syndrome. So when you argue with your dad about your weird obsession with "obscure, misunderstood culture" and how he "just doesn't understand your moe", You're actually touting a cheap representation of a cheap drawing made by Americans.
