You have to capture girls and avoid the cops. You do battle by essentially " colliding " with your targets, all the girls except the cop will mostly just run away letting you run into them over and over but they'll occasionally charge back at you. To effectively combat them and the horde of cops you'll encounter later on you gotta go at this slight angle where like only half of you is hitting them.

The girls only appear in certain locations and times of day, I believe the cop girl only appears if you kill some cops and head to the very north part of town. There's at least two girls in the subway the rest are in town, time of day changes by just entering and exiting your apartment or dying. Cops won't attack you at first but after you capture a girl or two they'll attack on sight. After capturing a girl go up to her in your apartment and you'll possibly get a new scene.
