This is a middle of the manga arc, not a starting arc.
Satori was rendered useless too early on and serves no real purpose going forwards.
Satori not being able to solve a case because everyone was innocent isn't something you open with. A better starting arc would be something along the lines of Satorin beginning her new journey in Chireikiden solving small requests. In her time as detective, she would have had any amount of experience to help her up to that point rather than woo, Satori is a detective now! All out of the blue with no context or explanation! Of course, another mangaka wrote the manga to start off, so there's not much that can be done.
The ordering is a mixed mess that can only be fixed if it's revealed at the end of this arc, retired Satori is reminiscing over her favorite cases, or the cases that proved difficult to her.

If this was going to be a newhu, it should've been revealed from the start, and done as a Columbo-style mystery. Where we know the perp and how they did it, and we watch Satori try to piece together all the clues and figure it out herself. The whole climax of the book is the Hecatia interview, where she simultaneously chastizes Aya for her fake news and talks about how immigration is great because it makes things "more exciting", and then complains about the filthy moon people and their scheming. And then hints that if Gensokyo ever closed its border, hell itself would consider invading it. Aside from that being a flimsy argument, the biggest issue is we know Gensokyo NEEDS its border, and tight border restrictions. If Gensokyo opened up, the whole thing would fall apart. This idea is even touched upon in WaHH with the dandelions, though its been omnipresent in the series for years. This is further expounded by the fact that this is based on something politically relevant during 2015 in America. The book came out in 2017 where it was already old news since the world of politics moves like a bullet, and its only going to get worse.

For a series that's one of the most Japanese things in the world, dedicating a whole book to comment on American politics just seems like a huge misstep, especially with what ZUN decided to comment about considering the setting. Also yes, the blatant "Make Gensokyo Great Again" joke with Miko was terrible and Miko didn't deserve that. It's something I'd expect from a western twitter artist.

I disagree with this interpretation. Gensokyo outright thrives on immigration and was created as a sanctuary for the illusory creatures forgotten by the Outside World anyways, a fair portion of the characters in the series are migrants. Aya's argument of "we shouldn't accept migrants because they'll snatch away our wealth and resources" is hypocritical, as Gensokyo very much relies on other realms to maintain it's comfy quality of life (this was touched upon in CoLA, good quality paper is only prevalent in Gensokyo due to it coming from the Outside World, as well are various other goods that cannot be produced domestically such as coffee and black tea). Aya arbitrarily deciding that Gensokyo needs to be closed off so that other worlds don't "snatch away" their "wealth, resources, and society" makes little sense when so much of that wealth, resources, and society is fundamentally based from other societies/worlds.

Hecatia isn't wrong to insist that a lack of new ideas from new people could lead to Gensokyo's stagnation. The rise of buddhism and taoism and the general religious revolution in Gensokyo is thanks to Byakuren and Miko moving in, many of the projects to better the human village is thanks to Kanako moving in, the kappa wouldn't have a nuclear fusion reactor if not for Kanako and thus their "Youkai Mountain Industrial Revolution" would be happening at a much slower pace, the high quality medical care available to all for cheap prices is thanks to Eirin moving in, etc.

As said in CoLA Chapter 4, while Gensokyo is isolated as an area, it's very international in spirit.

The implementation of the spell card rules was ultimately a good decision that benefited everybody, and Remilia was eventually fought to a standstill even without Reimu's intervention, but I suppose something similar occurring again would be bad. If another Remilia shows up and starts causing mess the various political powerhouse perpetrators of past incidents would likely gang up to stop them (that is, if Reimu doesn't deal with them first). Even the placement and mere presence of those powerhouses can serve to dissuade such things from happening again.

I think an easy way to solve this would be if there were two newspapers focused on peddling news focused on complete opposite sides of the spectrum. One newspaper argues the border of Gensokyo is obsolete, the other argues that it needs to be closed off for everyone no matter who, etc. Both papers focus on being polarizing and having wildly different interpretations of events, and in the end it's revealed Aya writes both of them because she wants to maximize her reach. One thrashing later and Aya learns her lesson and sticks to writing one yellow rag instead of multiple ones focused at making people angry.

Keeps the theme of fake news and seems to fit Aya much more.

Almost every following game then changes the world slightly more and more. Popular vampires, the barrier of life and death is weakened, Lunarians appear and integrate into society--offering medicine and so on. Nothing really in PoFV but MoF brings Kanako who is all about change and progress. Evolution and change are constant themes and are also stated to be of importance in several works.

As for the whole lot of characters you mention, they are change again but not really. They are 'motion' as I would call it. They are added into the pool of Gensokyo but they don't move the pool, they simply flow in it. Characters are added and do their thing, some even have dynamics with other characters, some do in fact execute actions benefitial or not in the world like Eientei but thats my point: so what? They are integrated and they finish their stories but what have these collective things actually added up to? Not really anything more than sometimes a new visitor to the hakurei shrine. The base of this world is that of a balance stemming from the human village and changes would have to be done with so much deliberation that the core in practice has remained the same.
The series of games is about beating the shit out of anyone who breaks the status quo and keeping that balance, and new people only are introduced for exactly that reason; breaking and getting beaten.
The lunar invasions, massive events, have had no repercussions besides some idiots living in earth, which is kind of underwelming isnt it? (and they do... not much)

My point is more metatextual, basically. The themes of change and progress are there but dont actually have that much strength or effect. This is precisely because of the decisions ZUN has taken with his world and games. On the stagnation thing I think Touhou "feels" stagnant because no matter what happens the result is always the same: the relevant parties are defeated/quelled/pacified and everyone has a tea party at the shrine. In the terms of greater Gensokyo-wide change there will be at most a new faction or base or stronk girl walking around, and that's about it. Whenever stakes are introduced you already know it's a hollow bluff because ZUN would never do anything to negatively impact Gensokyo or any of the relevant characters in any meaningful way, as Touhou is primarily a Slice-of-Life work. Even if something bad happens it will always be solved quickly and with minimal damage, and truly bad things only happen to irrelevant characters.
This also ties into the characters in that no one ever really changes. Reimu will forever remain "Reimu", there will never be character development for her that carries across works, she will always be a lazy, indolent poor money-grubber and this goes for basically every other character as well. When Marisa blew up at Reimu over pretending there was no incident during the Four Seasons Incident in WaHH Reimu showed initiative she normally never shows, but something like that will never happen again as immediately after she went back to her usual lazy self. When a manga or game ends you don't feel that much as changed, there may be a new fixture at Reimus shrine parties but that is about it.

I think the problem with Mai and Satono is that they have zero personality. They exist because "Yukari had two servants so Neo-Yukari should too". They don't do anything and, worst of all, cannot stand on their own whatsoever. You can use Ran or Chen by themselves because they're characters but Mai and Satono are nothing without each other and are only known for doing Okina's bidding without much character.

Personally I feel like ZUN should've gone the "creepy twins" angle (which I kinda think he was trying to do but he didn't emphasize it enough). That would've helped them a lot and still have them dependent on one another.

To be honest, it's hard to be popular in the current day among nips when all of her appearance are on some old OS barely anyone still had during Touhou first boom in popularity (and you know how nips views are on emulation).
Though then again, Mima was more popular than some EoSD, PCB and IN characters during the very early polls. And she was always more popular than Yuuka was until PoFV came out.
Mind you, not like ZUN cares about popularity at all. Just look at how long it took him to give Flandre any attention, and how much he kept pushing Mamizou and Sumireko despite neither of them being popular.

As someone who got into Touhou about 5 years ago I missed most of the Mima stuff though in my overview I couldn't understand why anyone "felt it in their bones". For THIS though?
