I find Pachery harder than Sakuya. Sakuya has reliable methods that work on her, Patchouli is mostly randomish spam where I'll clip a bullet that I didn't even notice.

Patchouli's definitely easier than sakuya in EoSD. I think ZUN knew that, and that's why Sakuya is the mid-boss on stage 6.
