Are you serious? First of all, the "Asian women have higher voices than western women" is not true about most countries in Asia. The extent of the natural difference is negligible at the continental level, and beyond it's mainly due to shorter average height. This isn't an "Asian" issue. Any ethnicity whose average height is shorter than what you consider to be normal (because the average height of your ethnicity is taller) will on average have slightly higher voices than your ethnicity, but there's still more individual variation within every ethnicity than between different ethnicities. This is if we're speaking naturally, as in anatomically. Another negligible factor may be climate and other environmental factors, but this is speculative and anecdotal. Even if true, it wouldn't draw a line between "Asian" and "western". It'd draw a line between "humid high altitude" and "arid low altitude", with humidity and altitude conductive to higher voices. But as I said, this is speculative and anecdotal.

What you're referring to is this cultural factor: women speak with higher voices because it's perceived as a desirable feminine quality for women to speak with even higher voices than their already naturally higher voices than men's, to accentuate their femininity. You should know that even in much of the western world this is still the norm, though clearly on the decline. It used to be the norm probably everywhere in the world. In specifically Japan, this has been taken to the extreme. In Korea, China, Taiwan and Indonesia among some others it's less extreme than Japan but still more prominent than most of the world. It may be an influence from China, and indeed recently from Japan. However, to counter the idea that this is an issue of "Asian" and "western", consider the much higher prevalence of, as two examples, Irish and Finnish women still exaggerating the high femininity of their voices than most of Europe. It's rare to reach the level of Japanese women's exaggeration, this only happens at the individual level for some who truly strive to push their femininity and "cuteness" (to which it is connected in Japan as well), and indeed there's a shift happening for some women to speak with the American-style fake deep voices. But most Irish and Finnish women don't sound like men. I'll mention Russian women too, but there are also just as many women in Russia who push their voices lower. Women in high positions in every country lower their voices to sound more masculine, though. Some women in probably every country do that because they believe it'll make them more powerful.

It's also variable. You don't notice this as much with Japanese or other Asian women because the contexts in which you hear Japanese or other Asian women are more likely contexts where they exaggerate the highness of their voices, while with any western country you're more likely to also hear contexts where they don't or where they do the opposite. Many Irish or Finnish women will raise their voices just like Japanese women in contexts of strong emotion or allusion to strong emotion, and of course there are even American women who do. Japanese women are more likely to sustain this and exaggerate it more than women in most countries, but this is again cultural.
