Yes. Rin's an "Average One", meaning she has control over all five elements. Sakura's is "Imaginary Numbers", which is good against stuff like Servants ironically, but not much of anything else. For better and more practical magical use, Rin would actually be the better successor.

If Sakura would have been chosen and Rin given to the Matous, I think Rin wouldn't put up with Shinji's shit, worms or not. And she would have gone dark a lot earlier.
